Home Office Portal (HOP)
The Home Office Portal is a secure, scalable site that affords a suite of tools for the home office.
Common Census works with the HO to build any worksite product on our platform permitting enrollment using a laptop, the Internet, from a producer call center or any combination of these methods. All enrollments can be 100% paperless using electronic signatures, PIN or voice stamps. See our Products Page for a current list of carriers using our technology.
1.2 Administrative Module:
HO will have a tool to control access to roles and associated privileges that will give you total control of data availability.
With HOP, the home office can build the case directly, using web-based tools. Broker can review what has been built, but only HO can modify: rates, guarantee offer, simplified offer, states and riders to be offered, etc. A time line shows everyone the status of the case and the deadline for deployment. HO has 100% quality control and well as responsibility for meeting the time line for deployment.
1.4 Printing Applications:
With HOP, the user may access any available PDF and print at any time. Users will be able to sort and print based on alphabetical order or SSN for applicant or insured. HO will have total control of printing of applications in real time.
1.5 Sales Metrics and Reporting:
HO will be able to sort data on the basis of producer, product or case and see number of applications sold and annualized premium as well as production by enroller during enrollments, giving HO comprehensive real time sales metrics.
Billing will be based on current payroll data, minimizing need for reconciliation. When needed, HO will able to interact with clients that are having issues with their invoices. Billing will be available in Q2 2007. All product lines will use the same billing system.

1.7 Policy Holder Service:
Presently, policyholders and brokers/TPAs who make inquiries on behalf of policy holders use a variety of time consuming techniques to learn basic information about their insurance programs. In the case of a broker/TPA, they may handle numerous products for their client. They want one interface to complete all administrative functions, such as change of address. But they may need more intimate information about a specific policy, such as the beneficiary of record, the riders that are associated with the modal premium, etc. Common Census will exchange data with HO legacy PHS system(s) to web-enable this process. Some fields (commission splits, etc.) may be hidden from the policy holder but may be visible to the broker/TPA. HO will reduce administrative overhead by shifting burden of inquiry direct to consumer or broker. Furthermore, accepting changes from validated users will allow HO database to be updated directly in the field.
When policyholders “emancipate” from their employer, they will be able to continue using MyOwnBenefits.com to access their policy information. Automated email will be triggered (based on text and preference for frequency of transmission) inviting policyholder to pay via HO approved method (checking, credit card, etc.) HO will be able to inexpensively retain policyholders and implement lower cost, faster, simpler administrative functions through one web portal. Consideration for implementation of PHS Chat can be introduced at MyOwnBenefits.com, a portal maintained by Common Census.
1.9 Group Insurance migrates to MOOSE platform:
Common Census will allow the construction of group insurance plans just like worksite plans. Booklet deployment will be part of this module. Real time census will be received by the Home Office and therefore renewals can be deployed by the HO via email notification. Renewal rates will be implemented by the HO via the web. HO will be able to inexpensively deploy new cases and automatically renew cases indefinitely. The need to “shop” cases will be reduced since the HO has real time census all the time.
1.10 Automated Renewal Tools:
Working with HO and claims information, CC can deliver graphs and reports that show the trend for each case or aggregation of cases (selection criteria to be defined). This will make it easier for the HO to spot profitable cases and producers. For example, when demographics delta exceeds a specified parameter, an email can be automated to underwriter and broker notifying them of a potential change. If claims information is fed to the case, additional filters can be put in place. HO will be able to inexpensively monitor and automatically renew profitable cases and could dissuade broker from keeping a case if demographics are moving in the wrong direction.
Common Census can work with the HO to produce proposals for cases using a web-based tool. CC has tools for importing census into a format that will feed your underwriting modules. HO can upload text and graphics to complete the proposal. This data will be available to launch the case once the proposal is accepted. HO will be able to take a case from inception (proposal) to completion with a minimum of handling.
Common Census will build a module that allows producers and enrollers to log into the Common Census web page. Here they may update their information (address, personal email address, cell phone, languages they speak, preferences for enrolling, availability, etc.) They will be able to be certified as currently proficient in use of most recent version of our enrollment technology. HO will be able to update their agent licensing information. When cases are built on HOP, this database will help assure that only licensed enrollers and producers are writing business in a particular jurisdiction.
